A physician hired by Gov. Tom Corbett's administration to study the viable sale of state-owned liquor stores recommends that Pennsylvania get out of the company of selling booze.

A nearly 300-page despatch by Harrisburg-based Public Financial Management concludes that a confidential system would have the best financial benefits to the people of Pennsylvania.

The PFM reading looked at nine alternatives and recommended two possible proposals, including one nearly the same to a plan unveiled in July by House Majority Chairlady Mike Turzai, who proposed creating retail and wholesale sauce licenses and auctioning them to the highest bidders.

Turzai has said his organize would impose an $8-12 "gallonage tax," but eliminate the state's 30 percent markup and the 18 percent crisis tax, sometimes called the 1936 Johnstown Flood Tax. A $1.50 per container "handling" tax imposed by the state would also be abolished.
